Matt works as a Manager in Frontier’s Energy practice. He has been advising clients in the energy sector since 2007. Matt is an expert in network regulation and has also led projects in sectors across the supply chain, including retail and generation.
Matt works across Europe on a wide range regulatory topics. He advises utilities, investors, regulators, and Government bodies. His work includes wide-ranging due diligence experience advice, including recent transactions in Finland; Belgium; the UK; and Northern Ireland, focussing on identifying how economic regulation drives value and risk. Matt also advises in dispute proceedings, including expert witness testimony on merits and damages, across investor-state and commercial disputes.
In the UK, Matt’s regulatory work has included advising Northern Powergrid throughout its RIIO-ED1 price control review, including its appeal to the Competition and Markets Authority, and Phoenix Natural Gas on a variety of regulatory issues in its GD17 price control review, particularly around cost of capital. Matt has made various contributions to the debate around the future of gas in the UK, including as the lead on Frontier’s study into future network regulation for the Committee on Climate Change, and through ongoing work with a number of utilities on the RIIO-2 price controls. Matt has also worked with Ofgem on a number of engagements, including advice during the first three price control reviews of the smart metering Data and Communications Company. In retail, Matt has advised Big Six energy retailers on pricing strategy and regulation.
Matt graduated in PPE from Oxford University and completed a MSc in Economics at Birkbeck University.
